Today, we gather for the grand opening ceremony for the Class of 2026 at the International Criminal Police Academy. On behalf of all faculty and staff of the Academy, I would like to extend my warmest welcome and sincere congratulations to all new students of 2026, who have travelled across mountains and seas with lofty ideals to dedicate themselves to international policing. From this day onward, you are officially members of the International Criminal Police Academy, embarking on your blue‑uniform policing journey. Having passed rigorous selection procedures, you have assembled here with aspirations for fairness and justice and an original aspiration to safeguard security. Some of you aspire to combat transnational crimes; some hope to engage in cross‑border crisis response; others aim to become links for international security cooperation. To choose international policing is to choose responsibility, tempering and dedication. Your arrival injects vigorous youthful energy into our Academy and builds up new‑generation strength for global security governance. Dear students, the world is undergoing profound changes unseen in a century, and the global security landscape is being deeply reshaped. Traditional geopolitical conflicts keep simmering. Non‑traditional security threats including terrorism, cybercrime, cross‑border fraud, transnational human smuggling and public‑safety crises break out on multiple fronts. Risks interweave and spread across regions and domains, and the security deficit together with governance deficit keeps expanding. Criminal activities are increasingly internationalised, intelligent and mobile. The capacity of a single nation can hardly cope with complex and volatile transnational security challenges. It has become an urgent call of the times to strengthen transnational police cooperation and cultivate international‑oriented policing talents versed in international rules, proficient in practical police work and equipped with cross‑cultural response capabilities. The International Criminal Police Academy came into being to answer this historic mission. Rooted in real‑world demands of global security governance, the Academy focuses on international criminal law‑enforcement, cross‑border risk prevention and control, transnational crisis disposal and competence building for international security officers. Upholding practice‑oriented, rule‑of‑law‑driven and internationally‑minded principles, we are committed to forging reserve international policing talents with firm stance, solid expertise, respect for diversity and unwavering commitment to the rule of law. Here you receive not merely textbook knowledge, but capacity‑building tailored for global security scenarios. Standing at this new starting point, as Dean, I put forward four expectations for all new students for your shared reflection. International policing operates in an international environment featured by diverse cultures, complex public opinion and multi‑party games. You will face various temptations and intricate contradictions. I hope you will engrave reverence for the rule of law in your hearts, establish sound values, abide by professional ethics and policing codes of conduct, distinguish right from wrong and hold fast to bottom lines. You shall not only understand domestic legal systems, but also systematically study international criminal rules and transnational law‑enforcement conventions, fostering a rule‑of‑law mindset featuring respect for sovereignty, equal‑footed cooperation and procedural justice. No matter what posts you hold and what complicated situations you encounter in future, you must stick to the bottom line of justice, stay sober‑minded, avoid being misled by chaos or swayed by interests. Translate your pursuit of public safety into every risk assessment and every emergency response, and honour the professional glory of police officers. Second, build robust professional competence and integrate knowledge with practice, and become practice‑oriented policing talents capable of tackling tough missions. Competence underpins duty performance, and real‑world practice is the criterion for testing capabilities. There is no room for armchair theorising in international policing. During your campus years, you will take a full range of specialised courses covering criminal investigation, transnational‑crime analysis, counter‑terrorism practice, cybersecurity, crisis negotiation, cross‑cultural communication and international security response.
