防暴处突行动中过激行为的预判与现场处置策略

撰文 / 国际刑事警察学院 摘要:在新时代社会治安防控与应急处突工作中,群体性事件、突发冲突、现场对峙等复杂警情频发,现场人员情绪极易失控,随时可能出现过激行为、暴力袭警、聚众冲击等危险情况。科学预判现场过激行为,提前识别风险苗头,快速采取分级管控措施,是一线民警安全执法、高效处突、防止事态升级的核心能力。本文从实战角度分析过激行为形成规律、预判要点、识别特征、防控措施与规范处置方法,为一线防暴处突工作提供理论支撑与实战参考。 一、前言 防暴处突是公安执法、应急安保、治安维稳工作中的高风险勤务。现场环境复杂、人员密集、情绪躁动、矛盾集中,极易在短时间内由普通对峙升级为推搡、辱骂、围堵、冲击甚至暴力抗法。多数现场突发事件并非毫无征兆,而是有明显行为前兆、情绪变化、群体互动规律。一线执勤人员能否提前发现苗头、科学研判风险、快速分级预警,直接决定现场安全等级、勤务成败和执法安全。因此,强化过激行为预判能力,是新时代防暴警力必须具备的核心实战技能。 二、现场过激行为产生的成因分析 (一)情绪快速激化。现场人员受舆论煽动、情绪感染、同伴带动影响,心理压力快速上升,自控能力下降,容易出现冲动性行为。 (二)群体从众效应。群体性场景下,个别人员带头起哄、挑衅,极易带动周边人员跟风,形成群体非理性行为,诱发集体过激对抗。 (三)现场信息不对称。不实传言、误解矛盾、情绪误导,会快速放大对立情绪,导致现场局势瞬间恶化。 (四)现场管控不到位。前期疏导不足、警戒站位不合理、沟通不及时,会让小矛盾快速演变为大规模冲突。 三、防暴现场过激行为的重点预判特征 在实战勤务中,执勤民警可通过观察神态、观察动作、观察语言、观察距离、观察群体动向五个维度,提前预判过激行为发生概率。 (一)神态异常预判 人员面色潮红、眼神凶狠、情绪激动、呼吸急促、面部肌肉紧绷,说明情绪已经接近失控,随时可能出现辱骂、冲撞、推搡等过激行为。 (二)肢体动作预判 出现挥臂、指骂、握拳、逼近、挺胸对峙、大幅度肢体动作、故意贴近执勤人员等行为,属于高风险前兆,暴力冲突概率大幅上升。 (三)语言言语预判 出现高声喧哗、辱骂挑衅、煽动围观、造谣起哄、恶意喊话刺激民警等言语行为,属于典型闹事前兆,必须立即重点关注。 (四)安全距离缩小预判 无关人员刻意逼近警戒线、主动贴靠执勤警力、缩小安全间距,是典型准备冲击、围堵、阻拦执法的前置动作。 (五)群体聚集异动预判 人群快速靠拢、围成团块、统一口号、集体向前涌动,说明现场已经形成群体情绪共鸣,随时可能爆发群体性过激事件。 四、过激行为分级预判标准(实战可用) 一级预警(低风险):情绪躁动、小声议论、观望聚集,无明显对抗动作,可口头疏导化解。 二级预警(中风险):高声吵闹、言语挑衅、零星起哄、少量人员靠近警戒线,需加强警戒、分组站位、专人劝导。 三级预警(高风险):多人围堵、故意逼近、推搡拉扯、辱骂升级,必须立即启动防暴阵型、隔离人群、强化现场封控。 四级预警(极端风险):出现投掷物品、冲击防线、暴力抗法、聚众围殴苗头,立即采取强制隔离、分批带离、应急处突强制措施。 五、过激行为预判后的规范处置措施 (一)提前分区管控,筑牢现场防线 根据预判风险提前划分核心区、管控区、围观区,设置警戒带、防暴屏障、定点站位,防止无关人员靠近执勤核心区域,从源头减少冲突诱因。 (二)柔性劝导先行,降温稳控情绪 对情绪激动人员开展温和劝导、法律宣讲、政策解释,稳定现场情绪,避免强硬刺激,防止矛盾瞬间激化。 (三)重点人员识别,提前隔离管控 快速识别带头起哄、煽动闹事、故意挑衅的重点人员,安排专人盯控、侧面隔离、提前分流,避免带动全场情绪。 (四)规范阵型推进,科学防暴处突 根据现场风险等级,快速组成防暴横队、楔形队形、防护编队,稳步推进、分段隔离,安全、规范、文明控制现场局势。 (五)全程录音录像,固定执法证据 所有处置过程全程摄录,规范执法用语、规范动作流程,既保护民警自身安全,也保障群众合法权益,规避执法风险。 六、强化一线民警预判能力的训练建议 第一,加强心理识别训练,提升民警对情绪变化、行为前兆的敏感度;第二,常态化开展模拟群体性警情演练,强化实战预判反应;第三,完善勤务分工,做到观察岗、劝导岗、隔离岗、处置岗协同配合;第四,加强夜间、复杂天气、人流密集环境下的实战实训,全面提升综合处突能力。 七、结语 防暴处突,重在预判,赢在提前。科学识别过激行为前兆、精准研判现场风险、分级采取规范措施,能够最大限度减少冲突、保护群众安全、保障民警执法安全、维护社会稳定。国际刑事警察学院将持续深化防暴处突实战教学研究,强化一线警务人员应急能力培养,不断提升新时代公安队伍规范化、专业化、实战化防暴处突水平,为平安法治建设筑牢坚实警务保障。

For a long time, national police forces have developed and operated independently in closed loops, forming differentiated law enforcement standards, management modes, technical systems and duty norms. Developed countries are deeply engaged in intelligent policing, big data research and judgment, cross-border electronic evidence collection, precise counter-terrorism disposal and other cutting-edge fields, accumulating modern practical police experience. Border countries focus on port inspection, land joint defense, cross-border personnel flow management, grassroots public security stability and other front-line practical work, building solid cross-border basic prevention and control barriers. Coastal island countries focus on maritime anti-smuggling, sea area patrols, offshore illegal immigration interception and other characteristic police work, forming exclusive law enforcement experience suitable for marine geographical environments. Differentiated development is an objective choice to adapt to local governance, but it also directly leads to unbalanced global police capabilities, fragmented law enforcement standards, poor intelligence communication and blocked joint case handling, seriously restricting the efficiency of transnational collaborative crackdowns. We strengthen transnational drug control and interception along the Golden Triangle, conduct joint patrols on land, sea and air routes, cut off cross-border trafficking chains, destroy drug production sources and severely punish transit and distribution gangs. We implement targeted crackdowns on cyber black industries, cooperate with cyber police to trace hacker servers, block darknet illegal transactions, recover virtual criminal funds and rectify illegal black-gray accounts. We synchronously build three-dimensional defense lines at sea, land and air ports, strengthen intelligent inspection, precise verification of personnel and goods, strict inspection of contraband and control of illegal immigration through multi-department coordination. We improve emergency plans for cross-border sudden risks, activate multi-national police forces with one click, quickly seal off scenes, dispose of hidden dangers collaboratively and stabilize global public opinion to minimize risk spillover. We also optimize cross-border business security services, safeguard major international exhibitions and protect cross-border travel safety, supporting global development and international exchanges with refined police collaborative services. It is easy to have connection deviations, process bottlenecks and communication obstacles in the whole process of joint law enforcement, cross-border evidence collection, collaborative arrest and case transfer, restricting the efficient implementation of international police cooperation.
